Water Heater Control Criteria:
Water heaters may be controlled at any time of the year. Time of occurrence, duration and magnitude of the East River system peak will determine the duration of the control period within the limitation that the maximum control period shall not exceed four consecutive hours.
Controlled water heaters may be subject to "rolling" control (off-on, off-on, off-on, off-on). This type of control will occur when total control is not warranted, or when the total load cannot by controlled due to the increased duration of the peak period (longer than four hours). The normal procedure for rolling water heaters will be 2 hours off and 1 hour on.
Air Conditioner Criteria:
Air conditioners may be controlled at any time during the summer cooling season. Time of occurrence, duration and magnitude of the East River system peak will determine the duration of the control period. For air conditioners, a control period shall be 15 minutes of control during each 30 minute interval for an indefinite time. This type of air conditioner control means that one-half of the air conditioners connected to the load management system will be controlled at any one time.
